Wuliangye Group first appeared as Wuliangye Distillery composed of 8 grain-houses in 1950s. In the middle and later period of 1980s, thanks to the golden     opportunity of reform and opening up as well as the mechanism transformation, Wuliangye Group carried out its 3-step development strategy, namely  " Quality     and benefits" ,  " Quality and Scale-benefits" ,  " Quality and Multi-polarization of Benefits" , which brought about full development for Wuliangye Group and     consolidated its status as  " King of Chinese liquor Industry" .

        To deepen quality management. At this stage, Wuliangye Group attached importance to develop its interior potentials, to deepen all-around quality management, to improve the merit factor (scientific research serves production, production centers market, consumption reduction, quality improvement and safety guaranteed, and management perfection to increase benefits), to improve appearance quality and content of technology, and to increase additional value. By adopting and implementing the policy of overall quality management, the company stood up to the test of tightening money, the prohibition of famous liquor for banquet, and the transfer from state monopoly to marketing its products by itself, thus it obtained the decisive occasion for market.

        Under the precondition that quality improvement is guaranteed, to accelerate expansion of production capacity (scale). This strategy includes two aspects: firstly, the intangible assets and the products of Wuliangye has been widely known and the brand strategy has taken initial effects, due to the solid management experience after passing the quality management at the first stage; secondly, the uniqueness of the production techniques of Wuliangye Group and the favorable opportunity resulting from the reform and opening up policy of the nation provide Wuliangye liquor and its series with opportunities to access larger market space.         While keeping liquor as the core business, the company will realize a great expansion on multi-quality-and-scale benefits. To be specific, the period from 1997 to 2000 is the initial period, 2000-2005 multiple development and re-enhancing period, and 2005-2010 the period Wuliangye Group striving for number one. In 1998, with the organization of Wuliangye Group and the listing of Wuliangye Corporation, Wuliangye Group entered into the third stages of its long-term development strategy characterized by industry multi-polarization. At the end of 2000, Wuliangye Group proposed  " Start a new undertaking" . A multi-industry group engaged in plastic processing, mold manufacturing, printing, pharmaceuticals, fruit liquor, electronic equipment, transportation, foreign trade, etc., with liquor brewing as its principal business was growing strong and large.

        In 2000, Wuliangye Group made great success in its first business establishment. With the coming of a new century and China's entry into WTO, in order to maintain its sustainable and healthy development, Wang Guochun, secretary of the Party committee and president of Wuliangye Group, brought forward new objectives for the  " new undertaking"  at the ideological and political work meeting on September 9, 2000, unfolding the blueprint of  " King of Chinese liquor industry" .

        In order to meet the challenges arising from China's joining GATT and to participate in keen international competitions, Wuliangye Group is making great efforts to become one of the World Top 500 within 10 years with its large scale and vigorous economic strength. It is urgent for Wuliangye Group to get stronger and larger. By developing other businesses and incubating new economic pillars, Wuliangye is accelerating the expansion pace and heading to a multi-national company involving in multi fields.

Objectives
        Sichuan provincial committee and provincial government proposed a new development strategy of  " pursuant and leap-forward development" .
